If using dried chickpeas, be sure to cook the beans an hour before you need them for the chili. dried beans need 1.5 hours of cooking after being soaked.

Instructions
Step 1
cook chicken breasts in pressure cooker with about 1 tbsp salt. If frozen cook 20 min, if thawed cook 12 min. Once done chop chicken.
Step 2
Mix cayenne, onion powder, garlic powder, cumin, oregano, cilantro, cornstarch, and sugar. Set aside.
Step 3
Add mixed seasonings, onion, bell pepper, rotel, peppercorns, cilantro, chickpeas, chicken, and water to a large pot.
Step 4
Bring to a boil and reduce to simmer. Cook for 30 minutes.
