Step 1
In a small mixing bowl, combine the cornstarch with cold or room temperature water. Stir to form a paste. (Note: I have had good results skipping this step and adding the cornstarch directly, provided that I add it in small increments and whisk well. Your mileage may vary.)

Pour the heavy whipping cream into a bowl.

Add salt and stir or whisk thoroughly.
