Instructions
Step 1
Heat oil in a large saucepan and fry onion and garlic until the onion is translucent
Step 2
Brown the meat and the vegetables
Step 3
Add the remaining ingredients and allow to simmer for one hour, stirring occasionally and adding more water if required
Step 4
Layer the meat sauce, pasta and white sauce in two alternating layers
Step 5
Top with cheese and bake for 35 to 45 minutes, or until pasta is tender and top is wel browned
