Instructions

Step 1
Cook macaroni until 1 minute undercooked. Drain and return to pot.

Preheat oven to 320 degrees.

Heat 2 c milk in a medium pot, stirring often until steaming hot.

In a small bowl, whisk together remaining 1/2 c milk, flour, and 3/4 tsp salt until completely smooth.

Add mixture to pot and bring to a simmer, whisking until thickened. Remove from heat and stir in the cheddar and half of the Parmesan. Pour into cooked pasta and combine.

Transfer to prepared baking dish. In a small bowl, combine panko, paprika, remaining salt, garlic powder, thyme, and remaining Parmesan. Drizzle in oil and stir. Sprinkle macaroni with crumbs and bake for 15 minutes.
