Step 1
Season cube steaks with ground black pepper. Dredge each steak in flour to coat. Fry in a thin layer of oil over high heat until lightly browned, with a crisp coating.
Step 2
Place the steaks in a baking pan and sprinkle evenly with onion soup mix. In a separate bowl, mix the cream of mushroom soup with water. Pour evenly over the steaks. Bake at 325°F for 1 1/2 hours.
Step 3
Serve with rice.
