Step 1
Coat a medium soup pot with cooking spray. Add bacon and cook over medium-high heat for 4 minutes or until beginning to brown. Add onion and cook another 3 minutes or until onion is clear.
Step 2
Add clams with juice, water, and potatoes. Increase heat to high and bring to a boil. Boil for 20 minutes or until potatoes are soft.
Step 3
Reduce heat to low and add milk and half-and-half. Simmer 1 minute. Do not boil. Add salt and pepper.
