Step 1
In microwave safe jar add oil and shallots. Microwave in 2 30 second intervals making sure shallots don't burn. Add mustard, vinegar, water, Splenda and salt and black pepper and garlic powder. Wisk or add lid and shake. Refrigerate until cold
