Instructions
Step 1
Rub sirloin all over with mustard, one-third of the garlic, and pepper.
Then allow to marinate, at room temperature, if possible, for 30 minutes.

In a medium bowl, combine the remaining garlic, peppers, celery, parsley, juices, vinegar, oil, and hot pepper sauce.
Step 3
Preheat the broiler or grill.
Broil or grill steak until cooked the way you like it, about 3 to 5 minutes on each side for medium-rare.
Step 4
Place steak on a serving platter and let stand for about 5 minutes, then cut it into thin slices.
Step 5
Toss with dressing and serve warm.
