Step 1
In a saucepan cook the carrots in salted water until they are tender and drain them.
Step 2
In a bowl combine the onion, bell pepper and celery.
Step 3
In a salad bowl alternate the carrots and onion mixture in layers.
Step 4
In a separate saucepan mix together and bring to boil the remaining ingredients and pour the mixture over the layered vegetables.
Step 5
Refrigerate the salad at least eight hours before serving.
