Step 1
Oven rack in middle position, heat to 400. Stir potatoes and oil in a lg bowl until evenly coated. Stir in salt and pepper. Stir in onion and garlic. Transfer mixture to a 13x9 baking dish and spread evenly. Cover tightly with aluminum foil and bake until potatoes can be easily pierced with a paring knife, about 40 min. Reduce temp to 350.
Step 2
Carefully remove foil and set aside. Pour wine evenly over potatoes Lightly replace foil over dish, leaving sides open so steam can escape. Continue baking until wine is absorbed (there will still be some oil bubbling around edges), about 20 min. Remove foil and cool 10 min before serving.
