Instructions

Step 1
Heat oil in a large Skillet over medium Heat. Add scallions and garlic, cook, for 30 seconds
Step 2
Add cauliflower rice, peas, pepper and salt. Cook, string occasionally for 3 minutes
Step 3
Add water and continue cooking until the cauliflower softens, 3 to 5 minutes more
Step 4
Whisk milk and cornstarch in a small bowl and add to the cauliflower
Step 5
Cook, staring until the sauce is creamy and thick, about 2 minutes
Step 6
Remove from heat and stir in Parmesan and parsley
Step 7
Serve hot, topped with more parsley if desired
