Instructions
Step 1
In a large pot over medium heat combine broth, water, and chicken. Bring just to boiling.
Step 2
Stir in rice, reserve seasoning packet. Cover and remove from heat.
Step 3
In a small bowl combine salt, pepper, and flour.
Step 4
In a medium saucepan over medium heat, melt butter. Stir in contents of seasoning packet until mixture is bubbly.
Step 5
Reduce heat to low. Then stir in flour mixture tablespoons at a time, to form a roux.
Step 6
Whisk in cream, a little at a time until incorporated and smooth. Cook until thickened, about 5 minutes.
Step 7
Stir cream mixture, carrots, & celery into broth and rice. Cook over medium heat until heated through, about 10-15 minutes.
