Ingredients

1 tablespoonsichuan peppercorns

90% lean
½ teaspoonkosher salt
½ teaspoonwhite pepper
2 tablespoonstomato paste
¼ cupshaoxing wine
1 x 28 ouncescrushed tomatoes can
2 cupswater
1 teaspoonlight soy sauce
1 tablespoonoyster sauce
½ teaspoongranulated sugar
1cinnamon stick
1bay leaf
Instructions
Step 1
Toast the spices: Add the Sichuan peppercorns, cloves, fennel seeds, star anise, and dried red chili peppers to a dry pan over medium heat. Toast for 4–5 minutes, stirring frequently, until fragrant. Remove the star anise and dried chili peppers and set aside. Grind the Sichuan peppercorns, cloves, and fennel seeds with a mortar and pestle.
Step 2
Cook the pancetta: Add the olive oil and pancetta to a cold Dutch oven. Place over medium heat and cook for 7–10 minutes, reducing the heat as needed, until the fat has rendered and the pancetta is browned. Transfer to a plate, leaving the rendered fat in the pot.
Step 3
Cook the vegetables: Add the carrots, fennel stalks, and onion. Cook for about 8 minutes, stirring occasionally, until softened.
Step 4
Add the aromatics: Stir in the garlic, ground toasted spices, salt, and white pepper. Cook for 1–2 minutes, stirring frequently, until fragrant.
Step 5
Brown the beef: Add the ground beef and break it into small crumbles. Cook for about 5 minutes, until mostly browned.
Step 6
Add the tomato paste and wine: Stir in the tomato paste and cook for 2–3 minutes, until it darkens slightly. Pour in the Shaoxing wine and scrape up any browned bits from the bottom of the pot. Cook briefly, until the wine has reduced slightly.
Step 7
Build the ragu: Stir in the crushed tomatoes, water, soy sauce, oyster sauce, sugar, cinnamon stick, bay leaf, reserved star anise, reserved dried chili peppers, and cooked pancetta. Bring to a simmer.
Step 8
Simmer: Reduce the heat to low and partially cover the pot. Simmer for 2–3 hours, stirring occasionally. Add more water as needed if the ragu becomes too thick.
Step 9
Finish: Remove the cinnamon stick, bay leaf, star anise, and dried chili peppers. Taste and add additional salt as needed.
