Instructions

Step 1
cook ground beef on medium heat. Add onion, garlic, salt and pepper. bust up and brown the ground beef. soak up grease with paper towels.
Step 2
Add water, tomato sauce, vinegar and sugar. stir and bring to a boil.
Step 3
Add pasta. cover and stir occasionally. when pasta is tender cover with shredded cheese and cover to melt.
