Instructions

Step 1
Cook fish through with butter (or fat of your choosing) (Do not season here, season during the mix)
Step 2
Let fish cool fully before mixing
Step 3
Break fish and mix with panko, eggs and other ingredients (Chopped the bell peppers quite finely for mom, but may have helped with overall texture)
Step 4
Form into small patties (refrigerate over-nite to hold shape)
Step 5
(Optional) small dredge in oat or regular flour before cooking
Step 6
Cook in fry pan till golden brown on each side.
