Step 1
Preparing Vegetables: Finely chop 1-2 carrots and green chili peppers.

Preparing Shrimp: Remove excess moisture from the shrimp using a kitchen towel.

Preparing Cod Fillet: Prepare the cod fillet and ensure that you remove any excess moisture.
Step 4
Blending Fish and Shrimp: Put the fish and shrimp into a food processor and finely grind them.
Step 5
Mixing Ingredients in a Bowl: In a bowl, combine the ground cod, shrimp, and finely chopped vegetables. Add 1/2 teaspoon of salt, 1 teaspoon of sugar, 1 teaspoon of mirin (or cooking wine), a pinch of pepper, 1 egg white, and 5 tablespoons of potato starch. Mix well while kneading the mixture into a dough.

Making Fish Cakes: Shape the fish cake dough into your desired shapes and deep-fry them in oil. Keep the oil temperature about 300-325 Fahrenheit (150-160 degrees Celsius) over medium heat. And fry them until they become golden brown.
Step 7
Once they turn golden brown, remove them from the oil. Fried fish cakes taste delicious when dipped in ketchup or mustard sauce.
