Step 1
Prepare all the ingredients. I give carrots and potatoes a good scrubbing, I don't peel them. But that is up to you.
Step 2
Put oil in your Instant pot. Set your Instant pot to Sauté, I used medium setting. Put in the onions and cook until just getting brown. About 10-15 minutes.

Add the garlic and cook until fragrant, about 1 minuet.
Step 4
Add the Carrots, Potatoes broth and spices. Hit cancel.
Set to Manual Pressure, high for 15 minutes. (It will take 10-15 minutes for cooker to come to pressure before Cooking begins)
Step 5
Do a quick release as soon as the time completes.
Step 6
Use an immersion blender to puree the soup until smooth.
Add the Milk and cream, then blend until fully combined.
