Instructions
Step 1
Place beef, onion quarters, peppercorns, bay leaf in dutch oven.

Add water to cover

Heat to boiling over medium heat.

Reduce heat, simmer covered over low heat until meat is tender, 3 to 4 hours.
Step 5
About 30 minutes before end of cooking time add potatoes, turnips, carrots, and small onions.
Step 6
Simmer covered 20 minutes

Add cabbage
