Step 1
In a large saucepan, brown beet, drain and set aside. In the same pan sauté the onion, carrots, celery, basil and parsley in 2 T. of the margarine until tender. Add broth, potatoes and beef and bring to a boil. Reduce heat, cover and simmer until the potatoes are tender (20-30 minutes).
Step 2
Meanwhile, in a small saucepan, melt remaining butter, add flour, cook and stir for 3-5 minutes. Add to soup, bring back to a boil, cook and stir for 2 minutes. Reduce heat to low. Add cheese, milk, salt and pepper; cook and stir until cheese melts. Remove from heat and blend in the sour cream.
