Step 1
Grate ginger and garlic, ; set aside. Slice green onion about 1/4 inch ( whites dice). Measure 1/4 cup of cornstarch and place in elongated dish add salt and pepper and stir. Thinly slice flank steak against grain. Heat 1 tablespoon of oil in skillet on medium high. Coat slices of flank steak with cornstarch,salt, pepper mixture and fry 2-3 minutes per side. Set aside on dish when done. Repeat until all steak slices are cooked. In same skillet add more oil if needed, heat ginger and garlic on medium heat until fragrant(30 seconds to one minute). Add 1/3 cup of soy and 1/3 cup of water, stir in brown sugar. Cook on medium low heat until slow simmer. Mix 1 tablespoon of cornstarch with 1 tablespoon of water to make a slurry. When sauce is at a low simmer add slurry and stir continuously until mixture comes to a low boil for 1 minute. Turn off and add cooked steak slices. When all slices are coated add cut green onion and stir.
Serve over rice with steamed broccoli on side.
