1 tablespoonapple cider vinegar
1 teaspoonred pepper flakes
1 teaspoononion powder
1 teaspoongarlic powder
1 teaspoondried oregano
1 teaspoonblack pepper ground

Instructions
Step 1
Preheat oven to 375 degrees F / 190 degrees C.
Step 2
In large bowl, mix 14 ounces pureed tomatoes, 1 tablespoon apple cider vinegar, 1 teaspoon red pepper flakes, 1 teaspoon onion powder, 1 teaspoon garlic powder, and 1 teaspoon dried oregano, 1 teaspoon black pepper and ¼ cup extra virgin olive oil.

Set aside.

In large bowl, mix 1 pound beef, 1 cup cauliflower rice, 1 teaspoon black pepper and ½ teaspoon parsley .
Step 5
Evenly pack 9 x 9-inch baking dish with meat filling and spoon tomato sauce over top.
Step 6
Bake for 45 to 55 minutes, until meat is cooked through and internal temperature reaches 150 degrees F / 66 degrees C.
Step 7
Fill 12 cabbage leaves evenly with filling.
Step 8
Serve and enjoy!
