Cook celery, onion, salt, pepper and chili flake in olive oil until soft, about 3 minutes.

Add beef and cook until brown. Drain and pour in large mixing bowl.

Add all remaining ingredients to mixing bowl, except the chow mein noodles and mix well.

Spoon into greased 2 qt casserole dish. Bake for 35 minutes.

Top with noodles and bake 15 minutes more.
