Melt butter in a saucepan, add cream cheese and garlic powder, whisking until smooth. Add milk gradually, constantly whisking to smooth out lumps. Stir in Parmesan and pepper. Remove from heat. It will thicken rapidly. Thin with milk if too thick. Serve over noodles.
