Heat oil in soup pot, sauté onions and garlic until translucent. Add carrots and celery and cook 2-3 minutes. Add water until vegetables are covered well. Bring to a boil and stir in beef base. It should be salty enough to season meat and veggies. Keep at a low boil for 5 minutes. Add hamburger to simmering soup and break up into chunks. Simmer until meat is cooked, add remaining ingredients except garlic powder. Season with black pepper. Simmer until veggies are tender. Season with garlic powder and simmer 1-2 minutes. Remove from heat. If desired garnish with lime, cilantro and fresh diced onions.
