In a mixing bowl combine the meat, 3 of the garlic cloves, green pinion, half the ginger, cooking wine, soy sauce, black pepper and mix thoroughly. Have water ready in a shallow bowl and build your wontons. 1 heavy teaspoon in the center of wonton wrapper. Wet top two edges by dipping your fingers in the water and stripe the edges of the wonton wrapper. Fold corner to corner and press and seal the fold lines. Wet the two tips of the folded wrapper, overlap them and press to seal. The chili oil. In a heat safe bowl combine the remaining garlic, ginger, the pepper flake and paprika and crushed schezwan pepper corns. In a small sauce pan heat up the oil til hot, just smoking. Carefully our hot oil over spices to complete the oil. I’m a pot or wok, bring 3 inches of water to a boil. Add wontons. Leave space, don’t over ground. Low boil until they float. About 4 minutes. Plate wontons. It’s great if any of the water they were boiled in comes with them. Helps with the sauciness. Drizzle chili oil. Garnish with green onion and sesame seeds. Feel free to also dip in what you like. Katsu, siracha, duck sauce, sweet chili…
