Step 1
Brown meat, garlic and 1/2 onion, drain and set aside.
Step 2
Add diced potatoes, carrots, celery, water to instant pot and cook for 10 minutes.
Step 3
Cook for 10 minutes.
Step 4
Drain water, but save about 1/4 cup of starchy water.
Step 5
Put potato mixture back in instant pot, add milk and chicken broth to cover.
Step 6
Add 1 can of beer, meat, rest of the onion, cheese, salt, pepper, garlic powder, sugar and water and bouillon cube to fill.
Step 7
Cook until time to eat on low in instant pot as slow cooker. Stir frequently so that it doesn't scorch.
