Instructions
Step 1
Preheat oven to 325F. Spray a 9x13" baking pan with cooking spray.
Step 2
Combine oil, flour, salt, and pepper in a saucepan. Over medium heat, add water and stir till thickened. Add in tomato sauce and chili powder.
Step 3
Remove from heat and soften tortillas 1-2 minutes in sauce. Remove tortillas and fill with beans and half of the cheese. Roll and place them in the pan. Cover with remaining sauce and cheese.
Step 4
Bake uncovered for 25 minutes.
