Step 1
Roughly chop the onion, garlic, and pepper/chili. In a pan on high heat add the oil and the veggies. Cook until the onion is almost transparent (3 or 4 minutes)
Step 2
To a blender, add the cooked veggies, questo, condensed milk and blend. After blending for a few minutes (until very smooth) add the crackers until the perfect consistency is achieved.
