Instructions
Step 1
In a medium bowl, add beef. Sprinkle with baking soda. Add water and massage the beef so the ingredients are evenly distributed. Set aside for 1-2 hours.

Rinse the beef thoroughly under running water to get rid of excess baking soda. Once water runs clear, drain the beef to prepare for marinating.

Add the marinade ingredients to the bowl and mix to coat beef. Let marinate for 20-30 minutes.

Wash rice. Let washed rice soak in cool water for 20 minutes. Add rice, water and salt to an instant pot. Cook on rice setting. Keep warm.

Over medium high heat, add oil to a large wok or saute pan. Add the broccoli, carrots, red pepper and water chestnuts. Cover and let cook for 3-5 minutes, stirring occasionally.
