Step 1
Add beef to a pan with a generous amount of oil seasoned with salt and pepper and brown it then remove the meat
Step 2
In the same pan fry the carrots and onions ( add some more oil if there isn’t enough) fry until the onions are translucent

Add back in the beef then add salt and pepper paprika smoked paprika cumin turmeric coriander bay leaves and the water . Slice the bottom off of a whole bulb of garlic then nestle it in the center . Bring to a boil then lower the heat to medium and cook covered for 50 minutes

Step 4
Wash the rice a few times to get the starch off then drain and scatter over the top of the rice . Add 4 cups of hot veggie or beef broth then bring to a boil lower the heat to medium low and cook covered for 20 minutes . Remove the lid let the rice settle adjust the seasoning then serve immediately
