Step 1
1. Combine the ground beef, garlic, 1 teaspoon of soy sauce, 2 teaspoons of the rice syrup or 1 teaspoon of the sugar, the sesame oil, and the pepper in a bowl and mix well with a spoon or by hand.







Step 2
Spoon the flour onto a large baking sheet. Divide the meat mixture into 10 equal pieces in the bowl. Roll each piece into a ball between your palms and put them in the baking sheet one by one. Gently roll in the flour to coat evenly.



Step 3
Heat a large skillet over medium-high heat. Add the vegetable oil and swirl to coat evenly. Add the meatballs and cook for about 2 minutes, turning them with a spatula.


Step 4
Reduce the heat to medium and continue cooking and turning until the meatballs are fully cooked, 2 to 3 minutes.
Step 5
Carefully wipe the excess oil from the skillet with paper towels; you can avoid burning your fingers by pushing the paper towel along the pan with the bottom of a spoon. Stir in the remaining 3 teaspoons rice syrup or sugar and 2 teaspoons soy sauce. Turn and roll the balls into the pan for about 1 minute to evenly coat.




Step 6
Remove from the heat and serve, or store in an airtight container in the refrigerator for up to 3 days and reheat in the microwave.
