in large lidded pot combine soy sauce, brown sugar, garlic, ginger, vinegar, and 1.5 cups of water. add chicken submerge as much as possible. bring to boil. reduce to medium low cover and simmer 20 minutes.

remove chicen and transfer to lined sheet pan, increase heat reduce sauce stirring occasionally until reduced by half about 10 minutes
Step 4
brush chicken with sauce put chicken under broiler until skin is browned 1-2 minutes watch closely
Step 5
divide into bowls and top with sauce
