Instructions

Step 1
Make the batter: Combine the rice flour, all-purpose flour, and water. Whisk well until the flour is dissolved. Add salt, sugar, mung beans, onions, and diced potatoes, and mix everything together.
Step 2
Deep-fry: Heat a pot of oil until it is boiling. Dip the banh céng mold (a small ladle-like tool) into the hot oil. Remove the mold, pour the batter into it, and add the diced shrimp. Put the mold back into the hot oil and fry until the cake is golden and cooked through.
Step 3
Serve: Enjoy the banh céng hot with raw vegetables, pickled relish (carrots and green papaya), and sweet and sour fish sauce.
