1. Cut 1 lb beef strips into thin, uniform pieces against the grain for maximum tenderness.
2. Combine 1 tbsp cornstarch with 2 tbsp water in a small bowl to create a slurry.
3. Mince 3 cloves garlic finely.
4. Heat 1 tbsp vegetable oil in a large wok or skillet over high heat until shimmering.
5. Add beef strips in a single layer and cook for 2 minutes without stirring to develop a sear.
6. Flip beef and cook for another 2 minutes until browned but not fully cooked through.
7. Remove beef from wok and set aside on a clean plate.
8. Add remaining 1 tbsp vegetable oil to the same wok over medium-high heat.
9. Add minced garlic and cook for 30 seconds until fragrant but not browned.
10. Add 3 cups broccoli florets and stir-fry for 3 minutes until bright green and slightly tender.
