Step 1
In a casserole dish, place your ground beef and all spices and the blended onion and parsley/cilantro and mix well together.

Step 2
Spread the mixture to the edges of the dish and poke holes throughout with your fingers.

Step 3
Place it in a preheated oven at 400°F for 20 minutes.

Step 4
While it's baking, in a large skillet, place a little bit of cooking oil and brown the potatoes, then remove and place aside, then brown the onions and place aside, and finally the tomatoes and set aside.

Step 5
Sprinkle a little bit of salt and pepper on all the veggies as preferred.
Step 6
Once the beef is done cooking, remove from the oven and drain out the excess liquid into a bowl (not the sink it can ruin it so set into a bowl and discard once cooled into the trash).

Step 7
Slice the beef into 8 parts then place the caramelized onions, the potatoes and then the tomatoes on top.

Step 8
Place it back in the oven for a few minutes in broil to get the tomatoes roasted.

Garnish with parsley/cilantro and a bit of lemon juice and enjoy hot with a side of rice or fresh bread.
