Instructions

Step 1
Slice of tops of capsicum, remove seeds and cook in salted boiling water for 5 minutes. Drain and refresh in cold water to stop cooking. Drain well.
Step 2
Cook mince, onion and garlic in butter until brown. Remove from heat.
Step 3
Add tomato paste, rice, 1/2 the cheese, Worcestershire sauce, tomato and rice.
Step 4
Add salt/pepper to taste. Stir in milk and parsley.
Step 5
Stuff capsicum with mixture and top with remaining cheese.
Step 6
Place in baking dish and add some boiling water.
Step 7
Bake at 180 degree oven for 40 minutes
Step 8
Serve with crusty rolls
