Step 1
Mix sugar, all-purpose flour, onion soup mix, salt and pepper in a small bowl, set aside. In a large pot melt butter. Add onions and caramelize about 25 min on low heat, mixing occasionally. Add the flour mixture to onions and stir to create a roux. Slowly add water to roux and cont mixing. Bring to a boil. Reduce heat and simmer 30 to 40 min.
