Step 1
Preheat oven to 350°F and grease a 12x8 inch (3L) casserole baking dish
Step 2
In a large skillet, over medium heat, add ground beef. As meat starts to brown add salt and pepper, grated onion and red pepper.

Step 3
Cook until meat is browned, then add the spices; oregano, sage, thyme, parsley, garlic and rice.

Top with tomato soup, water, tomato pulp, lemon juice and sugar.

Carefully stir. Reduce heat, cover and simmer for about 10 minutes.
Step 6
In baking dish, spread a couple of ladles of sauce in the bottom and then layer half the cabbage and half the meat sauce. Repeat layers, making sure cabbage is completely covered and top with ketchup, smoothing over. Bake in a 350°F oven for 1 hour or until cabbage is tender. Serve with sour cream.
