If you can't find bulgur wheat in the bulk section of your grocery, look for a box of tabbouleh mix, which usually contains just the right amount for this recipe (save the seasoning packet for another use).

Instructions
Step 1
Place 1 cup of water in a small microwaveable bowl and bring to a boil in the microwave. Add the bulgur and let sit while you prepare the other ingredients.
Step 2
Combine 3/4 cup of the mint, the onion, cumin, allspice, salt, and 1/2 teaspoon of the pepper in a large bowl. Add the beef and bulgur and mix with clean hands until thoroughly combined. Shape into 12 patties about 3/4" thick.
Step 3
Heat 1 tablespoon of the oil in a large nonstick skillet over medium-high heat. Add half of the patties and cook for 5 minutes per side, or until browned and crispy. When the patties are cooked through, transfer to a plate and keep warm. Repeat with the remaining patties and 1 tablespoon of the oil.
Step 4
Meanwhile, peel, seed, and grate the cucumber. Stir in the yogurt, remaining 1/4 cup mint, remaining 2 tablespoons oil, and remaining 1/4 teaspoon pepper. Serve the patties with the yogurt sauce on the side.*Limit saturated fat to no more than 10 percent of total calories--about 17 grams per day for most women or 21 grams for most men--and sodium intake to no more than 2,300 milligrams.
