Step 1
Preheat oven to 350°

Step 2
Add the oil to a large pan over medium heat and add the onion and beef. Cook 6-7 minutes and add the garlic, veggies and spices. Cook another 5 minutes.

Add the flour and mix in

Add the tomato paste and Worcestershire sauce stir and add 1 cup of the beef broth. Bring to a boil, then simmer 5 minutes until thickened. If beef is too dry add the remaining 1/2 broth

Spray a 9x9 OR 9x13 (your choice) casserole dish with nonstick spray and add the beef mixture. Take out the bay leaves
Step 6
Heat the mashed potatoes in the microwave 3 minutes then Spread the mashed potatoes on top in an even layer.
Step 7
Bake 20 minutes. Turn on the broiler and broil a minute or 2 until the potatoes are golden brown
Step 8
*put the casserole dish on a sheetpan for baking in case the beef bubbles over so it doesn’t drip in your oven
