Step 1
Heat the oven to 450°F. Put the flour in a bowl with 2 cups water, 1 tsp salt, sprinkle with pepper, and whisk until smooth. Let the batter rest for 10 to 30 minutes.
Step 2
Brush enough oil into a large ovenproof skillet to cover. Put the skillet in the oven until the oil is heated and fragrant. Whisk the batter if it has separated, carefully pull out the skillet, and pour in the batter. Bake until the bread releases easily from the pan and is crisp and golden on the bottom, 40 minutes (less if your oven runs hot).
