Step 1
Oven 275. Melt butter in skillet over med. heat. Add panko and cook, stirring frequently until golden brown, 3-5 min. Transfer to a bowl and sprinkle with ⅛ tsp salt.
Step 2
In separate bowl, combine dijon, sugar, dry mustard, garlic, cayenne, 1 tsp salt, and 1 tsp pepper.
Step 3
Set wire rack in rimmed baking sheet and spray with vegetable oil. Pat pork chops dry and space 1" apart on rack. Brush 1 Tbsp mustard mixture over tops and sides of chops (leave bottoms alone). Spoon 2 Tbsp panko over tops and press lightly.
Step 4
Roast until 140, 40-50 min. Rest 10 min. before serving.
