Step 1
Poach the fish in the milk reserving the milk
Step 2
Boil the potatoes, parsnip and swede. Fry the onions, garlic, celery, leek and celery.
Step 3
Using the milk used to poach fish make a sauce - in the frying pan with the veggies by adding the milk, flour, mustard and most of the cheese (save some for the top).
Step 4
Assemble by adding fish to sauce in a deep dish. Put the spinach over the top and then mash the roots and add on top of the spinach. Add cheese to top. Bake at 180C for 25-30mims till hot throughout and golden on top.
