Instructions
Step 1
Combine rice, 1 1/4 water 1/4 teaspoon of salt in small pot. Bring to a boil, stir once and cover. Let simmer until water is absorbed, about 10 minutes. Let sit for 10 minutes than fluff rice.
Step 2
Peel carrots into long ribbons. Toss rice wine vinegar ,carrots, and 1/4 teaspoon salt in large bowl and leave to pickle.
Step 3
Thinly slice scallions, mince garlic, half zucchini length wise then half.
Step 4
Heat 2 teaspoons of oil in pan. When oil is hot add zucchini, cook for 4 minutes, or until soft. Add garlic cook another minute.
Step 5
Cook beef, scallions salt pepper, stirring until meat is browned. Stir in hoisin and gochujang. Add 1/3 cup of water. boil than reduce heat until liquid is halved.
Step 6
Stir in rice flour with rice. Divide into 3 patties. Heat 3 tablespoons of oil in non stock pan. Add rice cakes when oil simmers and press to flatten. Do not move for 4 minutes per side.
Step 7
Throw everything together and serve.
