Instructions
Step 1
Adjust oven rack to middle and heat oven to 300 degrees. Process tomatoes with their juices and tortilla pieces until smooth.

Pat beef dry and season with salt and pepper. Heat oil in a medium oven-safe saucepan over med-high heat until smoking. Brown all sides, about 8 minutes; transfer to a bowl.
Step 3
Add onion, chili powder, cumin, chipotle, and garlic to the fat left in the saucepan. Cook over med heat, stirring often, until onion is softened and the spices are fragrant about 5 minutes. Stir in tomato mixture, scraping up any browned bits. Stir in beans and beef with any accumulated juices and bring to a simmer. Cover, transfer to oven, and cook until tender, about 2.5-3 hours.
