Boil water in a skillet add noodles and boil for five minutes. Drain most of the water, leaving about 1/8 of a cup in the pan with the noodles. Add powder and sauce packet to the noodles with half-and-half. Stir well then top with dumplings and cover. Simmer on medium heat for 2 to 3 minutes, then uncover top with sliced cheese, chili oil, toasted sesame seeds and green onion cut the heat and cover. Let it sit for 2-3 minutes the cheese to melt then serve.
