Step 1
Adjust rack to top position and heat broiler to high. Bring a medium pot of salted water to a boil. Wash and dry produce. Peel and finely chop garlic. Halve, peel, and finely chop shallot.
Step 2
Once water is belling, add pasta to pot. Cook until al dente, 9-11 minutes. Reserve ½ cup pasta cooking water then drain.
Step 3
While pasta cooks, cut broccoli florets into bite size pieces. Place in a large microwave safe bowl; cover tightly with plastic wrap and poke a few holes in wrap. Microwave until bright green and just tender, 60 to 90 seconds. Carefully uncover (watch out for steam!) and season with salt and pepper.
Step 4
Melt 2 TBSP butter in a large, preferably ovenproof, pan over medium heat. Add garlic, shallot, and the Italian Seasoning; season with salt and pepper. Cook until softened. 2-3 minutes, Stir in 3 TBSP flour until lightly browned, 1 minute. Gradually stir in 1.5 cup plain water until fully incorporated. Bring to a simmer; cook until thickened, 3-5 minutes. Season with salt.
Step 5
Remove pan with sauce from heat and stir in cream cheese and cheddar until melted and combined. Taste and season with salt and pepper. Stir in drained pasta and broccoli until everything is coated in a creamy sauce, adding splashes of reserved pasta cooking water as needed.
Step 6
If your pan isn't ovenproof, transfer pasta mixture to a baking dish now. Evenly top with mozzarella. Broil on top rack until cheese is melted and lightly browned, 2-4 minutes. (Watch carefully to avoid burning. The broiler is a powerful tooll) Serve directly from pan.
