Instructions
Step 1
Preheat oven to 400 (or broiler to 525)

Mince the garlic, onion, carrots, and celery.

Peel and wash potatoes

Place potatoes in pot of cold water and bring to a boil over high heat.

Meanwhile, in a pan over medium high heat, sauté the minced veggies until aromatic, (2-3 minutes)

Add ground beef and cook until golden brown (Don't drain the fat!)

Add 2 tablespoons of butter. When melted, add the 2 tablespoons of flour. Mix until all the flour is incorporated into the beef mixture.

Add the beef stock and stir until thickened. If to thick add more stock to loosen.

Add tomato paste and herbs, and season with salt and pepper to taste. set aside.

Once the potatoes are fork tender, drain and return to pot. Add Milk and remaining butter and mash until smooth.

In an oven safe dish, layer the beef mixture on the bottom, then mashed potatoes on top. Smooth out the mashed potatoes to "seal" in the beef mixture. Add cheese in an even layer on top.

Place in oven (or broiler) until cheese is melted and takes on a golden brown color.
