Step 1
Heat oil over medium high heat. Sprinkle pork chops with garlic and pepper. Add to skillet. Cook 8-10 minutes turning once until meat thermometer reads 145. Transfer to serving platter. Reserve drippings in skillet.
Step 2
Meanwhile, cook rice. Stir in garlic and black pepper lemon peel and cilantro.
Step 3
In a small bowl, stir raspberry preserves water vinegar and chiles. Add to skillet and cook over low heat until sauce is bubbly and slightly thickened. Serve with rice and pork chops.
