Step 1
Cover potatoes and garlic in water in a large saucepan. Bring to boil on high heat. Reduce heat to low; simmer 20 min or until potatoes are tender. Drain and return to saucepan. Meanwhile, place cottage cheese in food processor container and cover. Process until smooth and thick (can add a bit of the beef broth if needed) add to potatoes. Mash to desired consistency and add 1/2 cup of the cheese.
Preheat oven to 375 degrees Fahrenheit. Brown meat in large nonstick skillet. Stir in flour and cook one minute. Add vegetables, broth, and ketchup; continue cooking 5 minutes. Spoon meat mixture into a 9x13 baking dish, and cover with potatoes. Layer 1/2 cup of cheese on top of the potatoes. Bake 20 min or until cheese is melted and it is heated through.
